Cut the kernels from the corn cobs and set them aside. Place the bare cobs in a pot with the water and simmer to make a quick corn broth, then discard the cobs.

Build the chowder

Melt the butter in a large soup pot. Add the onion, celery, bell pepper, and garlic and cook until softened. Add the potatoes, corn broth, Old Bay, salt, thyme, smoked paprika, bay leaf, and cayenne. Simmer until the potatoes are tender, then stir in the corn kernels and cook until just tender.

Blend, cream, and serve

Blend about 2 cups of the soup until smooth and stir it back into the pot. Add the cream and simmer gently for about 5 minutes. Stir in the lemon juice, taste, and adjust the seasoning. Serve with chives and black pepper.
